I have sometimes seen his name called Saiko Fujita.He gratuated from Waseda university,which is one of the most famous universities in JAPAN.According to the library,he was called 'Seiko Fujita' not Saiko Fujita for you REF.
He has been called Last Koga-Ryu Ninja in JAPAN.In general,Ninja is well versed in many Martial arts like Masaaki Hatsumi.It is natural that he publised many martial arts book like this one.
This book came with 3 other books that made 4 volume set ,entitled Seiko Fujita Chosakushu.
His chosakushu is composed of below books(I am listing some books on ebay,so if you are interested in them,please check them)

Kōga-ryū (甲賀流, literally “the Kōka School” and originally pronounced Kōka-ryū) is a school of ninjutsu. It is one of the most well-known schools of ninjutsu, along with Iga-ryū. It originated from the town of Kōka, modern Kōka City in Shiga Prefecture. This school of ninjutsu specializes in the use of guerrilla warfare tactics and the use of chemicals, a vestige of which can be seen in the many pharmaceutical companies in modern Kōka City.
While the town of Kōka was under the jurisdiction of the Rokkaku (lit. hexagon) clan, it was a kind of autonomous municipality comprised of peasant unions, then called Sō (惣). All important decisions in the municipality were made by a majority vote from the union representatives. This kind of system was very uncommon for the period in question.
Shintō Musō-ryū, or Shindō Musō-ryū (神道夢想流, Shintō Musō-ryū, or Shindō Musō-ryū?)1, most commonly known as jōdō, is a traditional school (koryū) of the Japanese martial art of jōjutsu, or the art of wielding the short staff (jō). The technical purpose of the art is to learn how to defeat a swordsman in combat using the jō, with an emphasis on proper distance, timing and concentration.
